In a small bowl, combine matcha green tea powder with ¼ cup of boiling water. Mix well to create a smooth paste. Set aside.
Combine milk, sugar, vanilla extract, and ice cubes in a blender. Add matcha paste and pulse until smooth. Transfer to serving glasses and top with whipped cream. Serve immediately.

For this recipe, I have used regular, full-fat milk. However, if you're avoiding dairy products, replace the cow's milk with coconut, almond, soy, hemp, or rice milk.
