Preheat the oven to 400°F.
In a large bowl, combine together flour, sugar, chia seeds, and salt. Mix well and add eggs, oil, and milk. Using a hand mixer fitted with dough hook attachments, beat well until a smooth batter has been formed.
Line 2x6-cup or 1x12-cup muffin tins with liners. Fill each cup about two-thirds full and bake for 20-25 minutes.
When done, remove from the oven and cool to room temperature. Transfer to a wire rack and cool completely. Meanwhile, prepare the frosting. In a large mixing bowl, add confectioners’ sugar and cacao powder. Mix well and then add milk, butter, and vanilla. Using a hand mixer, beat until completely smooth. Transfer the mixture to a large piping bag and set aside.
Now, cut of tops off each muffin and top with the frosting. Using a small paring knife, carefully spread the topping over muffins to create an even layer.
